وبناء علي ذلك قام الحزب بتشكيل أمانة سياسات ومجلس أعلي للسياسات تتفرع منه‏9‏ لجان متخصصة في قضايا الطاقة والاقتصاد والتعليم والبحث العلمي والسياسة الخارجية والصحة والسكان والشباب والرياضة والمرأة والنقل والزراعة تضم عقولا مفكرة تزيد علي‏600‏ من العلماء والخبراء والمتخصصين والممارسين في الأفرع المختلفة‏.‏
الوضع الذي جعل من الحزب لأول مرة قادرا علي أن يطرح للمجتمع سياسات محددة تنفذها حكومته‏.‏ كما وفر في الوقت ذاته إطارا مؤسسيا والتزاما حكوميا أكبر تجاه المواطنين خاصة بعد استحداث الحزب لآلية المؤتمر السنوي بجانب المؤتمر العام‏,‏ مما مكنه من الرقابة والمتابعة المستمرة للأداء التنفيذي لحكومته علي نحو يصب في صالح المواطن البسيط بالأساس‏.‏
وبمقتضي هذا النظام الجديد أجري الحزب انتخابات داخلية من القاعدة إلي القمة نتج عنها تغيير واسع للمرة الأولي في خريطة البناء التنظيمي الحزبي وتركيبته الاجتماعية حيث شمل التغيير نحو‏39%‏ من أمناء المحافظات‏,‏ وانتخاب‏28‏ ألف قيادة جديدة من الشباب والمرأة بواقع‏14‏ ألف لكل منهما علي حدة‏,‏ وذلك بعد تخصيص الحزب مقعدين للشباب ومقعدين للمرأة في كل وحدة حزبية‏.‏
ويمكن القول إن مجري التطوير داخل الحزب والمجتمع شهد دفعا إيجابيا متبادلا من جانب كل منهما لصالح التطوير في الأخر‏,‏ فكما يتغير الحزب ويتطور أصبح المجتمع ينمو ويتقدم والعكس صحيح وقائم من جانب المجتمع تجاه الحزب‏.‏ الوضع الذي يبرز جدارة الحزب ومصداقيته في قيادة عمليات الإصلاح السياسي والاجتماعي والاقتصادي للبلاد‏,‏ وجعله في الوقت نفسه أكثر الأحزاب المصرية حيوية ونضارة في العقد الأخير‏.‏
